What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosters
With an item upgrader you will be able to enjoy many bonuses. They can include a range of stats, in addition to many additional bonuses. These bonuses can be applied to weapons or armor, as well trinkets. They can be used to enhance the capabilities of an individual, or they can add an additional aspect of variety to an existing build.

In addition to the stat boosts, some upgrades will also give a random secondary boost. These boosts can be important and should be considered when deciding on which items to upgrade. Some of these boosts are only beneficial in certain builds (such Whistan’s shield, for FB sorcs) while others can bring a great deal of value to specific collectors.
Some items have an inherent boos that are less beneficial when upgraded, like the Goldwrap which provides extra potion slots. They are often upgraded to add value to a close-to-perfect or perfect item.
Costs
Upgrades have a few associated costs. The first is the cost to perform the upgrade. This cost depends on the item’s new ilvl and the amount of perks it gains and can be costly. It is also costly to upgrade an item to a higher level (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of the materials required for an upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it could take up to 8 hours. The upgraded item’s base stats are calculated by using the item’s new ilvl bonuses, perks, and other properties. This calculation determines the latest Armor Class bonus, damage dice, as well as other important statistics. In some instances the upgrade will provide additional benefits that can be chosen from a list of available benefits.
Rarely, the new perks acquired will cost more than one perk slot to acquire; in these situations the upgrade will replace the highest-cost perks. Success Rate
